Foster manager Meg Jordan said, "We are definitely at critical capacity and in desperate need," and some dogs are living in pop-up crates. Seized dogs can't be adopted until their legal status is resolved, so more than one-third of the week's dogs are on investigation holds. On Tuesday, 14 large, shepherd-type dogs came from one property, and 10 more came from another on Wednesday.

The shelter's largest seizure in its history came in August. The Hamilton County Dog Warden has also responded to other high-volume cases in the last three months.
