Foster manager Meg Jordan said, "We are definitely at critical capacity and in desperate need," and some dogs are living in pop-up crates. Seized dogs can't be adopted until their legal status is resolved, so more than one-third of the week's dogs are on investigation holds. On Tuesday, 14 large, shepherd-type dogs came from one property, and 10 more came from another on Wednesday.
